In the second edition of Odious and Cerberus, Julian Raven recounts how he compelled Congressman Joe Sempolinski—then serving a brief “lame duck” term—to draft and introduce the Smithsonian Modernization Act of 2022. After years of rejection, litigation, and reform advocacy, Raven strategically appealed to Sempolinski’s legacy, urging him to take meaningful action before leaving office. Despite limited time and institutional inertia, Sempolinski responded to Raven’s persistent lobbying and introduced H.R. 9363 into Congress. Although the bill ultimately failed like prior efforts, it became a pivotal moment in the public record—marking the first formal acknowledgment of Raven’s long-standing challenge to Smithsonian governance and transparency.
